RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Family and Children’s Trust Committee, to execute seven (7) contracts and one (1) interagency Agreement in an amount not to exceed $80,000 per agency, $640,000 in total for the period of July 1, 2024 through June 30, 2025 for prevention and intervention services to abused and neglected children or children at risk of abuse or neglect and their families for the following agencies:

Contracts:

1.                     Child Abuse Prevention Council of Contra Costa County - Nurturing Parent Program

2.                     Ujima Family Recovery Services - Family Wellness Program

3.                     Contra Costa Interfaith Housing, Inc. - Clinical and Academic Support Services for Homeless and Poverty Impacted Families

4.                     Bay Area Crisis Nursery - Crisis Nursery Services

5.                     STAND! for Families Free of Violence - Breaking the Cycle Program

6.                     Bay Area Community Resources, Inc. - Promoting Family Resiliency and Wellness Project

7.                     Counseling Options & Parenting Education Support Center, Inc. (C.O.P.E.) - Supporting Father Involvement Program

 

Interagency Agreement:

Mt. Diablo Unified School District (MDUSD) - Crossroads High School - Pregnant & Parenting Teen Education

 

FISCAL IMPACT:

 

The Contracts/Agreement have an aggregate cost of $640,000 for FY24-25 and are funded 45% CAPIT 2011 Realignment (Child Abuse Prevention, Intervention and Treatment), 33% County Children’s Trust, 12% Ann Adler Donations, and 10% Federal CBCAP (Community-Based Child Abuse Prevention).

 

BACKGROUND:

 

At the March 22, 2024 Family and Children’s Trust Committee (FACT) Meeting, the FACT Committee voted to approve the renewal of the eight (8) FACT Contracts/Agreement for FY24-25 pending the completion of a successful FACT Committee Site Visit to each agency. At the subsequent FACT Meeting held on May 6, 2024, committee members performed Site Visit report outs and confirmed their recommendation to renew all eight (8) agreements for FY24-25.

The eight (8) FY24-25 FACT Contracts/Agreement are renewals from FY22-23 and FY23-24.  The awardees were selected through the competitive bid process, Request For Proposal (RFP) 1181 for the FY22-23 Contracts/Agreement.  The original Contracts/Agreement for these services were authorized by the Board of Supervisors on March 29, 2022 (C.45).

 

CHILDREN'S IMPACT STATEMENT:

 

The renewal contracts support all five of the community outcomes established in the Children's Report Card, 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient; 4) "Families that are Safe, Stable and Nurturing; and, 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by mitigating the occurrence of child abuse and neglect, and providing support services and guidance to strengthen the family unit.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Funding for prevention and intervention services to abused and neglected children, and children at risk of abuse or neglect and their families would not be provided to community based organizations, thereby eliminating program support by FACT dollars, which in turn puts State related FACT funding (CAPIT and CBCAP) at risk for future allocation.
