RECOMMENDATIONS:
APPROVE Position Adjustment Resolution No. 26289 to reclassify seven (7) incumbent Administrative Services Officer (APDB) (unrepresented) positions at salary plan and grade B82 1692 ($8,222.51 - $11,618.19) and its incumbents to Chief of Administrative Services I - Exempt (APD6) at salary plan and grade B85 1017 ($10,073 - $12,243.80), and reallocate one (1) Administrative Services Officer at salary plan and grade B82 1692 ($8,222.51 - $11,618.19) to Chief of Administrative Services I - Exempt (APD6) at salary plan and grade B85 1017 ($10,073 - $12,243.80).
FISCAL IMPACT:
The net fiscal impact is approximately $9,943 for Fiscal Year 2024/25. The affected positions are within multiple County departments, each of which will absorb the additional costs within its budget.
BACKGROUND:
Starting in 2023, Human Resources and the County Administrator initiated a countywide effort to reduce and consolidate job classifications. A study of the various Administrative Services Officer (ASO) and various departmental Chief Administrator roles was conducted, and the findings demonstrated many similarities in scope of work, skill and required experience across the departments. The results of the study yielded the creation of the new Chief of Administrative Services I - Exempt job class and retitle of the Chief of Administrative Services - Exempt to Chief of Administrative Services II - Exempt.
Incumbents in the Administrative Services Officer (ASO) job class will be reclassified into the Chief of Administrative Services I - Exempt classification. The revised job description was developed to encompass the work of employees currently residing within the ASO role.
Benefits of the reclassification include a revised pay range that incorporates a higher top step of $146,925.48 annually. Reclassified employees will be transitioned to the step in the new salary range closest to their current rate of pay and will be eligible for a merit step review at their next regularly scheduled anniversary date. This change will not affect the merit review date or an employee’s job class seniority date. Both will reflect the date of their appointment into the ASO job class.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, positions throughout the County will continue to be misaligned and not reflective of the current scope of work for employees within the role.
