RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Crystal McClendon-Gourdine, effective March 1, 2026, to increase the total payment limit by $110,000 for a new payment limit not to exceed $250,000, to provide Head Start Childcare Program consultation services, with no change to the term January 31, 2025, through June 30, 2027.

 

FISCAL IMPACT:

 

42% County MX, 29% Federal, 29% State of which $83,333 is budgeted for FY 25-26 and $166,667 will be budgeted for FY 26-27.

 

BACKGROUND:

 

Contra Costa County receives funds from the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Head Start to provide Head Start Childcare Program consultation services to Employment & Human Services Department/Community Services Bureau (EHSD/CSB) Head Start children’s centers and staff.

 

Contractor will provide early childhood education consultation services including classroom observations, individualized coaching, and training for teachers, site supervisors, and managers. Services include implementing Practice-Based Coaching using the Together Learning and Collaborating model, supporting Creative Curriculum implementation, and providing professional development to strengthen teams and teacher-child interactions, and staff knowledge of child development.

 

This action seeks to approve a contract amendment to increase the payment limit by $110,000. The new total payment limit is $250,000, with no change to the contract term.

 

This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

 

CHILDREN'S IMPACT STATEMENT:

 

This contract supports two of Contra Costa County’s community outcomes of the Children’s Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood".

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, Contra Costa County will not be able to provide specialized consultation, coaching, and training to Head Start staff to support program quality and implementation of Head Start Performance Standards.
