Call to Order - @ 6:18 pm
Roll Call & Introductions:
Board Members Present: Andy Cohan, Bruce Gekko, Linda Vaughn (online), Robert Durr, Linda Kralik, and Judy-Lynn Kiersey (alternate). Absent: Dr. Vin Mathur, Roger Guidi
County Reps: Scott Dickerson (Blackhawk Police Chief), Cameron Collins (Supervisor Andersen’s Office) Absent: Tyler Hahn (CHP Representative)

2. Public Comments - Reminded public that comments are limited to 2 minutes. None
3. Review and Approve Draft Record of Actions for August 11, 2026 meeting
Robert Durr- Motion, Linda Krailik - Second: Linda Vaughn - Abstained, Motion Passed unanimously with other members present.
4. Chief of Police Report - August ’26
A. 419 Calls for Service: 10 Reports: 6 Felony, 2 Misdemeanor, 1 Arrest
Felonies:
- Blackhawk Deputy responded to an online dating fraud. The suspect convinced the victim to “purchase points” from a fraudulent website for $13,000. No identified leads. Case referred to the Investigations Division.
- Blackhawk Deputy responded to a vandalism in the Blackhawk Plaza parking lot. Following a road-rage incident, the victim parked her vehicle in the Plaza parking lot. When she returned to her vehicle, it had deep scratches totaling $2500 in damage. No video surveillance, and insufficient information from the victim to identify the suspect. Currently no leads. Case suspended pending leads/information.
- Blackhawk, Valley Station and Danville Officers responded to a “failure to yield” incident of a reclass driver. The pursuit went into Danville. The vehicle was later located but the driver had fled the scene. The driver was identified through eyewitness statements and law enforcement databases. Case has been referred to DA’s office for consideration.
- Blackhawk Deputy responded to an unauthorized use of the victim’s bank account information. $1,340.78 unauthorized ACH transactions were identified. Investigation ongoing.
- Blackhawk Deputy responded to theft of copper cable on Blackhawk Road near Oakridge Lane during the nighttime hours. Suspects were not located or identified. Case suspended ending leads.
- Blackhawk Deputy responded to an identity theft. Unknown suspect gained access to the victim’s email, communicated with the victim’s financial advisor, and unsuccessfully attempted to transfer funds, take control of the victim’s assets or establish a line of credit. No loss occurred. Case was referred to the Investigations Division.
Misdemeanors:
- A Blackhawk and Valley Station Deputies responded to a domestic disturbance. After interviews and the investigation, one individual was arrested on charges of domestic battery and booked at the Martinez Facility. Case sent to DA’s Office.
- Blackhawk Deputy responded to a Domestic Violence Restraining Order violation. Following the investigation and interviews, no arrest was made as the suspect had fled the scene. The suspect continues to violate the order by calling the victim. Suspect was located out-of-county and appropriate law enforcement agency was notified of the case and an outstanding warrant for the suspect. Case forwarded to the Special Victims’ Unit and DA’s Office.

C. Incidents of Interest
- Failure to yield incident above included K-9 and Drones to search for the suspect
D. Volunteers in Policing: 16 hours served by three volunteers. All volunteers provided routine security checks and Vacation House Checks/extra patrol. Currently recruiting for additional Volunteers. Please contact the Chief if interested.
E. Items of interest:
- School is back in session. Slow down and watch for children.
- School Buses: Yellow flashing lights means the bus is preparing to stop - Slow Down and Prepare to STOP. Red Flashing lights and an extended arm means you must STOP and remain stopped until the lights are turned off, the arm is withdrawn and bus begins to move.
- Eliminate distracted driving. Put down your phone and pay attention to the road.

Linda K. Asked about increase in medical calls. BH Deputies screen all calls including medical regardless of whether they respond. Since the Deputies on onsite they can respond faster than Fire if it is urgent. Deputies are trained. In the past they Deputies did not respond or log medical calls.
Next Coffee with the Chief will be on September 16th, 2026 (9-11am) at Blackhawk Dr. & Blackhawk Meadow. Also BH Women’s group on the 16th with 51 RSVPs, Police & Fire will attend.
5. C.H.P. Report
- None - CHP conduct traffic accident investigations with injuries, as well as provide some patrol in the area.
6. Old Business
A. Review request of HOA to purchase FLOCK Cameras
What is process? Should P2A make a recommendation. BH HOA would appreciate having a FLOCK representative attend the Exec meeting to provide more information. There is mis-information being distributed that needs to be stopped. Perhaps get a 1 page “fact vs fiction” data sheet from FLOCK.
B. P2A Budget Projections
Keep being aware of budget as we continue.
7. New Business
A. Parcel Tax: Time & Action Calendar
Need to be on ballot March 28. Last Parcel Tax ran for 9 months. Last time P2A used professional to run campaign. May need to start earlier to identify someone to manage the campaign. Melissa Peralta (HOA GM) will assist with campaign who was part of the last one. HOA has $20,000 set aside for the entire campaign. Last campaign cost approximately $16,800.
Need to get actual legal filing dates and work backwards for our calendar. Rather than set a date now, Cameron will research. Cost for the Ballot is covered by the P2A and the campaign covered by HOA(s).
Past campaign had a single person assigned to liaison. Identify

C. Chairman Comments
Andy Cohan will leave P2A Committee at the end of this year. He no longer has the time to dedicate to the Committee. He already had a face-to-face with Supervisor Andersen. Will need another alternate.
