RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee (Director of Environmental Health or Assistant Director of Health Services), to execute on behalf of the County Grant Agreement #28-511-52 (EA36-25-0003) with the California Department of Resources Recycling and Recovery (CalRecycle), to pay County an amount not to exceed $25,579, for continuation of the Local Enforcement Agency (LEA) assistance funds for the Department's Environmental Health Services Division’s Solid Waste Program, for the period July 1, 2025 through October 30, 2026.

 

FISCAL IMPACT:

Approval of this Agreement will result in a payment to the County of $25,579 for the Department's Solid Waste Program.  No County match is required.

 

BACKGROUND:

The CalRecycle provides these grants annually to assist Statewide LEAs in performing their duties.   Pursuant to Public Resources Code Section 43230, this grant award will be used solely for the support of the solid waste facilities permit and inspection programs, including personnel, training, equipment, supplies, and technical support.   County has been receiving funds from CalRecycle for the Solid Waste Program since January 1991.

 

On December 3, 2024, the Board of Supervisors approved Grant Agreement #28-511-50 with CalRecycle, to pay County an amount not to exceed $26,128 to support the solid waste facilities, permits, and inspections for the Environmental Health Division’s Solid Waste Program for the period July 1, 2024 through October 31, 2025. 

 

On June 10, 2025, the Board of Supervisors authorized the Health Services Department to submit funding application #28-511-51 to apply for continued funding for the Solid Waste Program through October 30, 2026.

 

Approval of this Grant Agreement #28-511-52 will allow the County to receive funds from CalRecycle solely for the support of the solid waste facilities permit and inspection programs, including personnel, training, equipment, supplies, and technical support through October 30, 2026.  This Agreement includes agreeing to indemnify, defend and save harmless CalRecycle from any claims arising out of the performance of this Agreement. This Agreement is late due to receiving the documents from CalRecycle in October 2025.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved, the County will not receive funds to support its solid waste facilities permit and inspection programs.
