Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff- Coroner, a purchase order with Dell Technologies Inc., in an amount not to exceed $28,234, and ACCEPT a Commercial Terms of Sale for server and storage array support for the Office of the Sheriff, for the period April 01, 2024 through August 31, 2026.

 

 

FISCAL IMPACT:

Approval of this request will result in a one-time expenditure of $28,234 and will be funded 100% by the General Fund.

 

 

BACKGROUND:

Dell Technologies Inc. provides the Dell PowerEdge FX2. The Dell PowerEdge FX2 is a modular infrastructure platform that combines compute and storage capabilities within a 2U rack-mountable chassis. It allows for flexible scaling of resources, with the ability to mix and match compute and storage sleds to suit different workload requirements. The Dell Compellent Storage Center is a storage area network (SAN) designed for enterprise-level data storage. It utilizes a "Fluid Data Architecture" to manage data at a granular level, providing real-time system intelligence and automated data movement. This allows for efficient storage utilization, automated tiered storage, simplified replication, and faster data recovery.

 

The Office of the Sheriff has been using the FX2 servers and Dell Compellent storage arrays to host its critical data and applications. The FX2 servers and Compellent storage arrays are reaching the end of their life. The existing maintenance and support for both have expired and must be renewed.

 

The Commercial Terms of Sale include a limitation of liability and indemnification from the County to Dell Technologies, Inc.

                     

This purchase will be made through a third-party vendor. Payments for this purchase order are to be made payable to Dell’s third-party reseller, Pivot Technology Services Corp. dba Computacenter or Computacenter United States Inc.

 

The department is seeking approval of this retroactive purchase order due to an administrative delay caused by the substantial number of new contracts the Office of the Sheriff is currently handling. The contractor has continued to provide services in good faith.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, the existing hardware will not be supported or eligible for updates. Any hardware failure of the device could cause unavailability or failure of mission-critical services provided by the Office of the Sheriff. Lack of firmware updates could expose the SO network to potential cybersecurity threats. This could result in possible agency downtime that would affect multiple entities within the county, including other police departments and first responders.
