RECOMMENDATIONS:

 

ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a revenue agreement with the State of California Department of Community Services and Development, in an amount not to exceed $119,667 for the Supplemental Low Income Home Energy Assistance Program, for the period May 1, 2026, through May 31, 2027.

 

FISCAL IMPACT:

 

100% Federal, funded by the California Department of Community Services and Development, all of which is budgeted in FY 26-27. No County match is required.

 

BACKGROUND:

 

The County routinely receives funding from the California Department of Community Services and Development wherein Contra Costa County provides energy bill assistance payments and/or weatherization services to residents who are income eligible through Low Income Home Energy Assistance Program (LIHEAP) and the Energy Crisis Intervention Program (ECIP). The priority for services is to those households with the lowest income and highest energy burden. LIHEAP priority is to service those households with the following vulnerable populations: young children (ages five years or under), disabled, and elderly persons (ages 60 years or older). Supplemental Low Income Home Energy Assistance Program (SLIHEAP) provides additional funding to support the operation of LIHEAP and ECIP.

 

The program is operated by the Employment and Human Services Department, Community Services Bureau. This action is to approve funds in the amount of $119,667 for the 2026 SLIHEAP Program FY 2026-2027.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not receive funding to be able to provide services to eligible residents for SLIHEAP in Contra Costa County to meet their energy needs.

 

CHILDREN’S IMPACT STATEMENT:

 

This Contract supports the fourth community outcome in the Children’s Report Card: (4) “Families that are Safe, Stable and Nurturing”.

NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors approve and authorize the Employment and Human Services Director, or designee, to execute a revenue agreement with the State of California Department of Community Services and Development, in an amount not to exceed $119,667 for the Supplemental Low Income Home Energy Assistance Program, for the period May 1, 2026 through May 31, 2027.
