Report Title:                      Contract Amendment with California Department of Food and Agriculture for County to provide pest detection and trapping services.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute a contract amendment with the California Department of Food and Agriculture to increase the amount the County will be reimbursed by $12,000 for a new payment amount not to exceed $726,511 for the County to provide pest detection and trapping services with no change to the term through June 30, 2027.

FISCAL IMPACT:

The State will reimburse the County for expenses incurred in an amount not to exceed $726,511. This revenue has been budgeted for the Fiscal Year 2026/2027. 100% State, no County match.

BACKGROUND:

The County shall provide for the placement and servicing of traps for the detection of exotic insect pests, which are considered hazardous to agriculture and the economy of California. The insects may include but are not limited to the Mediterranean Fruit Fly, Mexican Fruit Fly, Oriental Fruit Fly, Melon Fly, Gypsy Moth, and Japanese Beetle. This agreement includes delimitation work associated with the detection of one or more life stages of target pests in the County, which involves placement of additional traps around the detected pest(s) to determine the severity of the infestation.

The initial contract has a payment limit of $714,511 and a term of July 1, 2026, through June 30, 2027.  The additional amount for this contract is for Survey123 that is required for data submission in 2026. There will be no change to the term. This agreement includes an indemnification provision, which obligates the County to indemnify and defend the State for claims or losses arising out of the performance of this agreement.

CONSEQUENCE OF NEGATIVE ACTION:

A negative action would result in the loss of revenue to the County and possible threats to the local agriculture and residents of Contra Costa County.
