RECOMMENDATIONS:

ACCEPT the 2025 Advisory Body Annual Report for Affordable Housing Finance Committee (AHFC), as recommended by the Conservation and Development Director (No fiscal impact).

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

On January 7, 2020, the Board of Supervisors adopted Resolution No. 2020/1, which requires that each regular and ongoing board, commission or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certifications (if any), and proposed work plan and objectives for the following year, in December. The following fulfills this requirement for the AHFC:

 

2025 Annual Report

1.                     Activities: A meeting of the Affordable Housing Finance Committee (AHFC) was scheduled for May 20, 2025; however, the meeting was unable to be held due to lack of quorum of committee members. There was not enough time to schedule and hold another AHFC meeting prior to the Board of Supervisors meeting on June 24, 2025, where all federal and local funding will be considered and approved. HUD’s deadline to submit the FY 2025/26 Action Plan, which must include all CDBG and HOME funded activities, was July 11, 2025. Therefore, staff’s recommendations for CDBG and HOME housing activities were considered by the Board of Supervisors at the meeting on June 24, 2025.

 

2.                     Accomplishments: The AHFC committee was unable to achieve quorum at its one meeting scheduled for May 20, 2025, and therefore no accomplishments occurred in 2025.

 

3.                     Attendance/Representation: The AHFC committee was unable to achieve quorum at its one meeting scheduled for May 20, 2025. As of July 1, 2025, there are four vacancies:

 

                     West County (City) Representative,

                     East County (Unincorporated) Representative,

                     Central County (Unincorporated) Representative, and

                     Community/At-Large Representative.

 

Affordable Housing Program Manager, Kristin Sherk, is staff to the AHFC.

 

4.                     Training/Certification: There has not been any special training for the AHFC in 2025.

 

5.                     Proposed Work Plan/Objectives: The AHFC typically meets at least once annually in the Spring. The Internal Operations Committee met on November 24, 2025 to consider directing DCD staff to revise the AHFC Bylaws. They recommended revising the organization of the representative seats to five representative seats, one per Board of Supervisorial District, and adding one Community/At-Large Representative seat keeping the total seats at seven.  The Board of Supervisors approved this recommendation and associated changes to the AHFC bylaws on December 9, 2025.
