RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Standard Agreement #24-760-31 (State #5160-33004) with the California Department of Rehabilitation, to pay the County an amount not to exceed $3,503,232, to provide vocational rehabilitation services for individuals receiving behavioral health and substance use disorder services, upon grantor approval for the period July 1, 2025 through June 30, 2028.
FISCAL IMPACT:
Approval of this Agreement will result in an amount up to $3,503,232 in funding from the California Department of Rehabilitation. No County match is required.
BACKGROUND:
This Agreement between the County and California Department of Rehabilitation will allow the County to receive funding from the State and enable County residents with behavioral health and substance use disorders to participate in comprehensive vocational rehabilitation services that provide them with job skills development, vocational counseling, coaching in job application skills, job development and placement, and follow-up services.
On September 13, 2022, the Board of Supervisors approved Standard Agreement #24-760-30 with the California Department of Rehabilitation, to pay the county $3,503,232 to provide vocational rehabilitation services for individuals with psychiatric disorders for the period from July 1, 2022 through June 30, 2025.
Approval of Standard Agreement #24-760-31 will allow the County to receive funding from the State to provide vocational rehabilitation services for individuals receiving behavioral health and substance use disorder services through June 30, 2028. This Agreement includes County agreeing to indemnify and hold harmless the State for claims arising out of County’s performance under this Agreement. This Agreement was approved by Personnel and has met its obligations with the respective labor partner(s).
CONSEQUENCE OF NEGATIVE ACTION:
If this Agreement is not approved, County will not receive funding to support skills development, career counseling, coaching in job application skills, job development and placement, and follow-up services for residents with behavioral health and substance use disorders.
