RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #74-733-1 with Muir Wood, LLC, a limited liability company, in an amount not to exceed $540,000 for the provision of alcohol and drug prevention and treatment services for adolescents ages twelve (12) to seventeen (17) in Contra Costa County, for the period from July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this Contract will result in annual budgeted expenditures of up to $540,000 over a three-year period and will be funded 100% Opioid Settlement Funds.
BACKGROUND:
Contractor will provide five residential treatment beds for adolescents aged 12-17 in need of support for substance use issues and co-occurring mental health and substance use disorders, for an average stay of thirty (30) days for each adolescent. Contractor has been licensed through the Department of Social Services (DSS) since 2013 and abides by the applicable rules and regulations of DSS as a group home for male and female adolescents.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contractor was approved by the Public Works Department’s Purchasing Division on May 18, 2026.
In September 2025, the Purchasing Manager approved and executed Contract #74-733 with Muir Wood, LLC, in the amount of $180,000, to provide alcohol and drug prevention and treatment services for adolescents ages 12 to 17 in Contra Costa County for the period from July 1, 2025 through June 30, 2026.
Approval of Contract #74-733-1 will allow the Contractor to continue providing services through June 30, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, individuals will not receive alcohol and drug prevention and treatment services they need to maintain sobriety and reduce risk factors.
CHILDREN’S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors’ “Families that are Safe, Stable, and Nurturing” community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network.
