RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the County, an amendment to a purchase order with Fire Facilities, Inc., to increase the payment limit by $25,275.00 to a new payment limit of $394,915.00 for a sole source patented Law Enforcement Training Structure for the Contra Costa Office of the Sheriff for use as a critical incident training structure for the Sheriff and other first responder agencies at their POST certified Law Enforcement Training Center at 11990 Marsh Creek Road, Clayton CA.

 

FISCAL IMPACT:

An amount not to exceed $394,915.00. (100% General Fund)

 

BACKGROUND:

On October 8, 2024, the Board of Supervisors approved the purchase of a Law Enforcement Training Structure to be located at the Sheriff’s Range at their Law Enforcement Training Center at 1190 Marsh Creek Road, Clayton, CA for $369,640.00. 

 

This action is to authorize a contract amendment to increase the purchase agreement amount by $25,275.00 for sales tax not included in the original supplier price proposal. 

 

Funds for the purchase of the Law Enforcement Training Structure are part of a total project budget of $954,234 allocated by the Sheriff’s Office to be paid out of its department funds.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve the purchase order for the Law Enforcement Training Structure, the County will not be able to provide the unique training opportunities afforded by having such a structure. Lost opportunities would include the ability to provide the County law enforcement personnel and first responders with training to acquire relevant specialized skills on a collaborative, standardized, affordable basis and to host other local, state, and federal law enforcement agencies and first responders in developing skills utilizing such a facility.
