Report Title:                     Approve Interagency Agreement # 18-503-0 (WDB) with Contra Costa County Office of Education for Workforce Development Youth Services

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an interagency agreement with Contra Costa County Office of Education in an amount not to exceed $832,000 to provide Workforce Innovation and Opportunity Act (WIOA) Year-Round Youth Workforce Development Services in East and West Contra Costa County for the period July 1, 2025 through June 30, 2026.

 

FISCAL IMPACT:

Funded with 100% Federal WIOA Youth grant revenues (AL #17.259), all of which is budgeted in FY 25-26.

 

BACKGROUND:

This agreement was awarded through Request for Proposal #1218 for the provision of comprehensive Workforce Innovation and Opportunity Act Youth Development Services to eligible youth ages 16-24 in Contra Costa County.

 

Contra Costa County Office of Education will provide a systematic approach that offers eligible in-school and out-of-school youth a broad range of coordinated services. This includes assistance in academic and occupational learning; development of leadership skills; and preparation for further education, additional training, and eventual employment. Programs will provide guidance for youth that is balanced with appropriate consideration of each youth’s involvement in his or her training and educational plan.

 

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, in-school and out-of-school youth in East and West Contra Costa County will not receive assistance in overcoming barriers to employment, job readiness, educational programs, and career building.

 

CHILDREN'S IMPACT STATEMENT:

The services provided under this agreement support all five of Contra Costa County’s community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing training and employment opportunities for in-school and out-of-school youth.
