Staff continue to work with Excelevate Principal Consultant Erica McWhorter to design and develop the LMHAC Program Administration draft documentation for the following areas:
I. LMHAC Grant Program Administration Update
a. On April 28th, 2026, CCH staff and the Consultant met with the CCH Data and Evaluation staff to discuss and request a data inquiry of the current health trends affecting the surrounding LMHA boundaries (Bay Point, Pittsburg, Antioch, Clyde, and Concord). This request will be presented to the LMHAC to make recommendations for current health priorities.
II. LMHAC Workgroup Updates
a. Governance & Membership Workgroup: Ensures that LMHAC’s governing procedures are relevant, effective, and followed, and supports the full body’s lifecycle of membership. (Emily Gerber, Saima Shah, Dennisha Marsh)
I. A meeting for this workgroup has not been scheduled at this time. However, CCH staff and Erica McWhorter are developing policies to be implemented and presented to the LMHAC for review.
II. On May 12, 2026, CCH staff member and Erica McWhorter introduced the LMHA Conflict of Interest Policy and Forms, which are expected to be integrated into the annual and new-member orientation processes. Concurrently, CCH staff members and Erica McWhorter are developing all (7) Advisory Member descriptions to clarify member roles, responsibilities, expectations, and advisory engagement. This will be integrated into the annual and new member orientation processes.
b. Grants Administration Workgroup: Supports with planning, implementation, and evaluation of the LMHAC’s annual grant competition, ensuring all grant administration aligns with the body’s adopted Grant Plan priorities. (Lloyd Mason, Dennisha Marsh, Arlene Kobata)
I. On April 21st, 2026, CCH staff and Erica McWhorter presented their first agenda, facilitation guide, and framework for revised grant administration to present to LMHAC’s grant administration workgroup. Meetings will be held monthly.
II. As a follow-up to the first meeting, CCH staff and Erica McWhorter have researched recommendations and updates to LMHA RFP questions, rubric, and requirements. A meeting with the Department of Conservation and Development (DCD) was held on May 6th, 2026, to explore alignment between LMHA's work and the Keller Canyon Mitigation Fund, as well as potential future training collaboration opportunities.
c. Planning Workgroup: Provide focused planning, oversight, and recommendations to the full LMHAC regarding the body’s operational improvements and strategic transition. (Arlene Kobata, Open Seat)
I. A meeting for this workgroup has not been scheduled at this time. It is expected that in the summer of 2026, CCH Data and Evaluation will provide health data to support and integrate recommendations for health priorities for 2026-2028
II. Erica McWhorter is updating the LMHAC Handbook with clear areas for feedback and decision-making, which will be presented when the workgroup begins meeting.
