Report Title: Contract #25-130-1 with Housing Consortium of the East Bay

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-130-1 with Housing Consortium of the East Bay, a non-profit corporation, in an amount not to exceed $868,550 to provide the Premier Inns Interim Housing Program, a low-barrier, permanent housing-focused program located at 1581 Concord Avenue, Concord, CA 94520, which serves eligible adult-only households experiencing homelessness in Contra Costa County, and purchase and provide up to forty-five (45) Clipper Cards each with an eighty dollar ($80) value for County residents served by the program for the period December 18, 2025 through December 17, 2026.
FISCAL IMPACT:
Approval of this Contract will result in annual expenditures of up to $868,550 as budgeted by the department and funded by 67% Homeless Housing Assistance and Prevention (HHAP) funds, 23% Probation Department Assembly Bill (AB) 109 funds, and 10% by California Advancing and Innovating Medi-Cal (CalAIM) Community Supports funds.
BACKGROUND:
Contractor will provide motel rooms at the Premier Inns for use in the operation of the Premier Inns Interim Housing Program, a low-barrier, permanent housing-focused program which serves eligible adult-only households experiencing homelessness in Contra Costa County located at 1581 Concord Avenue, Concord, CA 94520. Contractor will collaborate with Health, Housing and Homeless Services Division (H3) to provide supportive housing services including case management, shelter placement for up to forty (40) households, hot meals, and short-term housing financial assistance.
This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld. This Contractor was selected through a request for proposal (RFP) on November 18, 2024.
This Contract will also allow the Contractor to distribute of up to forty-five (45) Clipper Cards, each with a value of eighty dollars ($80) totaling up to three thousand six hundred dollars ($3,600) provided to adult-only households experiencing homelessness, are served by the program and who may require public transportation assistance. Clipper Cards are funded 100% by Homeless Housing Assistance and Prevention (HHAP) grant funds. Contractor will purchase and distribute gift cards during the Contract term.
On December 17, 2024, the Board of Supervisors approved Contract #25-130 with Housing Consortium of the East Bay, in an amount not to exceed $995,807 to provide the Premier Inns Interim Housing Program for the period December 18, 2024 through December 17, 2025.
Approval of Contract #25-130-1 will allow Contractor to continue to provide the Premier Inns Interim Housing Program through December 17, 2026. The purchase and distribution of Clipper Cards will provide the County residents participating in the program with reliable transportation to housing appointments and securing stable housing. This Contract is delayed due to prolonged Contract negotiations between the Division and Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, adult-only households experiencing homelessness will not receive critically needed interim housing and support services further putting their health and safety at risk.
