Report Title: Contract #76-819-1 with Boutros Dental Corporation

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #76-819-1 with Boutros Dental Corporation, a corporation, in an amount not to exceed $950,000, to provide oral surgery services at Contra Costa Regional Medical Center (CCRMC), Contra Costa Health Centers and Martinez Adult Detention Facility, for the period July 1, 2025 through June 30, 2028.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $950,000 over a three-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
Due to the limited number of specialty providers available within the community, CCRMC and Contra Costa Health Centers and Martinez Detention Facility relies on Contractors to provide necessary specialty health services to its patients. Contractor will provide oral surgery services including clinic coverage, consultation, training, and medical and/or surgical procedures. The County has contracted with Boutros Dental Corporation for these services since July 1, 2024.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Per Administrative Bulletin 600.3, CCRMC Physician services are exempt from Solicitation requirements.
On June 27, 2023, the Board of Supervisors approved Contract #76-819 with Boutros Dental Corporation, in an amount not to exceed $400,000, for the provision of oral surgery services at CCRMC, health centers and Martinez Adult Detention Facility for the period July 1, 2023 through June 30, 2025.
Approval of Contract #76-819-1 will allow the Contractor to continue providing oral surgery services through June 30, 2028. This Contract delay was due to extended negotiations between the Division and Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, the necessary specialty oral surgery services needed for patient care will not be available or will create increased wait times due to the limited number of specialty providers available within the community.
