RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute on behalf of the County, a contract with CocoKids, Inc. in an amount not to exceed $5,533,322 to provide program implementation of the Measure X Childcare Stipends grant for the period of July 1, 2024 through June 30, 2027.

 

FISCAL IMPACT:

$5,533,332: 100 % Measure X funds; $1,844,443.33 of which is budgeted in FY 24-25; $1,844,444.33 of which will be budgeted in FY 25-26; and $1,844,444.34 of which will be budgeted in FY 26-27 contingent on Board of Supervisors approved allocations.

 

BACKGROUND:

On June 22, 2023, EHSD initiated Request for Interest (RFI) #759 to identify a qualified organization capable of managing the Early Childhood Education/Childcare program. The RFI aimed to solicit proposals for expanding the development of additional childcare providers and enhancing access to quality childcare. The procurement process adhered to guidelines in Administrative Bulletin 600.3.  CocoKids, Inc. emerged as the sole respondent to RFI #759 and was chosen to enter a contract with the department for the provision of program management and implementation services. These services will facilitate the distribution of stipends to early childhood teachers and family childcare providers. Contractor will also provide outreach, marketing and training to childcare providers. The contract includes an advance payment to the Contractor within thirty (30) days of contract execution and upon Contractor providing the County the qualifying rubric and scores material as outlined in the contract.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not be able to fulfill the obligations of the Measure X allocation.
