RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Wayfinder Family Services, a non-profit corporation, in an amount not to exceed $229,500 to provide adoption and guardianship educational liaison support services for the period January 1, 2026, through December 31, 2027.

 

FISCAL IMPACT:

 

50% State, 50% Federal of which 24% will be budgeted in FY 25-26, 50% will be budgeted in FY26-27 and 26% will be budgeted in FY27-28.

 

BACKGROUND:

 

In October 2024, Wayfinder Family Services was awarded a Contract resulting from Request for Information 775 to provide adoption and guardianship educational liaison services to adoptive youth, youth in adoptive placement, youth under guardianship, and their caregivers in Contra Costa County. The original Contract was for 12 months in an amount of $86,625 for the period January 1, 2025, to December 31, 2025.  The Contract is being renewed for the two-year period, January 1, 2026, to December 31, 2027, for an amount not to exceed $229,500. In addition to being a two-year renewal, the Contract service levels are being expanded with additional services hours.  Wayfinder’s services will address the special needs of adoptive and guardianship families and children and will provide specialized educational liaison services that improve educational opportunities and accomplishments for youth adopted through the Employment and Human Services Department and youth for whom legal guardianship has been established by Contra Costa County.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

County will not provide valuable services to address needs of adoptive and guardianship families and children.
