RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Remarkable Marriage and Family Institute, to increase the payment limit by $120,000 to a new payment limit not to exceed $296,995 for additional capacity to support court mandated mental health services for Children and Family Services clients, with no change to the term October 1, 2023, through September 30, 2026.

 

FISCAL IMPACT:

 

70% State (2011 State Realignment), 30% County General Fund, all of which is budgeted in FY 25-26.

 

BACKGROUND:

 

Remarkable Marriage and Family Institute (Remarkable) provides court-mandated mental health services to child welfare involved families referred by the Employment and Human Services Department (EHSD), Children and Family Services (CFS) Bureau.  EHSD CFS leverages the Contra Costa Health (CCH) Mental Health Provider List to identify vendors to provide mental health services to CFS dependent youth and families.  Remarkable is a contractor with CCH and provides services consistent with the County’s Mental Health Plan requirements.

 

The approval of this amendment will increase capacity for mental health services due to increased service utilization.

 

The current contract was secured as a Sole Source vendor in alignment with County procurement requirements outlined in Administrative Bulletin 600.3.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will not be able to meet mental health services for CFS referred Clients and will be out of compliance with court mandates.

 

CHILDREN’S IMPACT STATEMENT:

 

This Contract supports four of Contra Costa County’s community outcomes of the Children’s Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families”.
