Report Title:                     Contract Amendment #76-846-1 with Storage Solutions Technology Group Inc.

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the Amendment No. 1 (Contract Amendment #76-846-1) with Storage Solutions Technology Group Inc., a California corporation, effective February 5, 2026, to amend Contract #76-846, to increase the payment limit by $27,470, from $24,000 to a new payment limit of $51,470, and extend termination date from February 5, 2026 to February 5, 2028, for additional maintenance services for medical imaging equipment for Contra Costa Regional Medical Center (CCRMC).

FISCAL IMPACT:

Approval of this Amendment will result in additional annual expenditures of up to $27,470 and will be funded as budgeted by the department in FY’s 2026-28, by 100% Hospital Enterprise Fund I. (Rate increase)

BACKGROUND:

This Contract meets the needs of the County by providing proprietary hardware and software maintenance services for Digital Imaging and Communications in Medicine Compact Disc (DICOM CD) burners used by the Diagnostic Imaging unit of CCRMC and its Health Centers. The CD burners import images into CCRMC's Picture Archiving and Communications System (PACS). The software provides portability, greater storage capacity, and digital importing advantages. The software is proprietary, with Original Equipment Manufacturer (OEM) hardware maintenance performed directly by Storage Solutions Technology Group Inc. (SST). Health Services Personnel approved this Contract to ensure no conflicts with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Division on February 10, 2026, in compliance with Administrative Bulletin 600.3 requirements. A summary of service contract deliverables, including measurable outcomes required of the Contractor to be monitored by the department in compliance with Section III (B)(7) of the Purchasing Policy include 2nd business day Advanced Exchange on the hardware and unlimited phone and internet software support.

On February 6, 2024, the Board of Supervisors approved Contract #76-846 with Storage Solutions Technology Group Inc., in an amount not to exceed $24,000 for the provision of maintenance services for medical imaging equipment, for the period from February 6, 2024 through February 5, 2026.

Under Contract #76-846, the parties executed a Software and Services Agreement and Quote regarding the provision of the hardware and software maintenance, obligating each party to indemnify the other party against third party claims arising out of any negligent or wrongful acts by a party in the performance of the agreement.

Approval of this Amendment No. 1 (Contract Amendment #76-846-1) allows the Contractor to provide additional software and hardware maintenance regarding DICOM CD burners through February 5, 2028. The Division is requesting a retroactive effective date for this Amendment due to delays caused by negotiations between the parties.

CONSEQUENCE OF NEGATIVE ACTION:

If this Amendment is not approved, specialized medical imaging equipment requiring servicing from the OEM will go unmaintained and unrepaired, negatively affecting CCRMC's PACS.
