To: Board of Supervisors
From: Dr. Grant Colfax, Health Services Director
Report Title: Transfer Agreement with Satellite Affordable Housing Associates and U.S. Department of Housing and Urban Development (HUD) and Grant Agreement #78-123 with HUD
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute as follows: (1) an agreement with the U.S. Department of Housing and Urban Development (HUD) and Satellite Affordable Housing Associates (SAHA), transferring grant recipient responsibilities and grant funds up to $320,315 from SAHA to Contra Costa County (CA1546L9T052408); and (2) subject to County Administrator review and approval and County Counsel’s approval as to legal form, a subsequent new Grant Agreement (CA1546L9T052509) with HUD in an amount not to exceed $320,315 to support eligible Continuum of Care activities for the period August 1, 2026 through July 31, 2027.
FISCAL IMPACT:
Approval of the subsequent new grant agreement will result in funding in an amount not to exceed $320,315. The grant is subject to Continuum of Care Program matching fund requirements. The County will provide a required 25% match of $80,079 through eligible cash and/or in-kind contributions in accordance with HUD regulations.
BACKGROUND:
HUD and SAHA entered into Grant Agreement No. CA1546L9T052408 for a Continuum of Care Program project. SAHA will no longer continue as the grant recipient. Consequently, SAHA and HUD approved the transfer of recipient responsibilities and funds to Contra Costa County Health Services Department. Contra Costa County Health Services Department submitted all documentation required by HUD demonstrating eligibility and capacity to serve as the replacement recipient, and HUD approved the transfer.
Following approval of the transfer, HUD will issue a new Federal Award Agreement, Grant No. CA1546L9T052509, in an amount not to exceed $320,315 for the period August 1, 2026 through July 31, 2027. Under the agreement, the County will administer eligible Continuum of Care Program activities, including supportive services, operating activities, Homeless Management Information System (HMIS) activities, and grant administration activities.
Approval of this Board Order will allow the County to assume responsibility for the grant and continue administering Continuum of Care Program activities and services for individuals experiencing homelessness through July 31, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve these agreements would prevent the County from assuming responsibility for the grant and could jeopardize the continuation of federally funded Continuum of Care Program activities.
