Report Title: Contract Amendment #76-604-6 with National Eye Care, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #76-604-6 with National Eye Care, Inc., a corporation, effective July 1, 2025, to amend Contract #76-604-2, as amended by Contract Amendments #76-604-3, #76-604-4 and #76-604-5, to increase the payment limit by $100,000, from $285,000 to a new payment limit of $385,000 and extend the termination date from June 30, 2026 to a new termination date of June 30, 2027 to include West County Detention Facility (WCDF) and West County Reentry Treatment and Housing (WRTH) locations and provide additional optometry services to the inmate population.
FISCAL IMPACT:
Approval of this Contract Amendment will result in additional contractual service expenditures of up to $100,000 and will be funded 100% by Hospital Enterprise Fund I. (Rate increase)
BACKGROUND:
Optometry Services are needed for inmates who are incarcerated at four (4) adult detention facilities in Contra Costa County. Services include eye care, eye exams, and eyeglasses. Title 16 regulations require timely access to essential health care for incarcerated inmates. Historically, optometry services have been difficult to obtain for inmates. This Contract allows County to safely tend to the medical needs of inmates on-site. County has been contracting with National Eye Care, Inc. since January 1, 2018 to provide optometry services to inmates incarcerated at detention facilities in Contra Costa County.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Per Administrative Bulletin 600.3 CCRMC Physician services are exempt from Solicitation requirements.
In April 2022, the County Administrator approved and Purchasing Services Manager executed Contract #76-604-2 with National Eye Care, Inc., in an amount not to exceed $45,000 for the provision of optometry services including eye exams and eyeglasses for inmate/patient population at Martinez Detention Facility for the period April 1, 2022 through March 31, 2024.
In July 2023, the County Administrator approved and Purchasing Services Manager executed Contract Amendment #76-604-3 with National Eye Care, Inc., effective December 1, 2022, to increase the payment limit by $145,000 to a new payment limit of $190,000 for additional optometry services with no change in the term.
On February 27, 2024, the Board of Supervisors approved Contract Amendment/Extension #76-604-4 with National Eye Care, Inc., effective March 31, 2024, to increase the payment limit by $95,000, to a new payment limit of $285,000 and to extend the termination date from March 31, 2024 to June 30, 2025 for additional optometry services.
On June 10, 2025, the Board of Supervisors approved Contract Extension #76-604-5 with National Eye Care, Inc., to extend the termination date from June 30, 2025 to June 30 2026 for the continuation of optometry services with no change in the payment limit of $285,000.
Approval of Contract Amendment #76-604-6 will allow the Contractor to provide additional optometry services at WCDF and WRTH through June 30, 2027. This Contract Amendment was delayed due to an administrative oversight when processing the prior amendment which extended the contract but failed to include the additional services and rates.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment is not approved, inmates will not have access to Contractor’s optometry services at WCDF and WRTH.
