RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #77-306-2 with Yi Zheng MD PC, a professional corporation, in an amount not to exceed $600,000, to provide gastroenterology and hepatology services to Contra Costa Health Plan (CCHP) Members and county recipients, for the period October 1, 2023 through September 30, 2026.
FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $600,000 over a 3-year period and will be funded 100% by CCHP Enterprise Fund II revenues. (No rate increase)
BACKGROUND:
CCHP has an obligation to provide certain medical specialists services including gastroenterology and hepatology services, for its members under the terms of their Individual and Group Health Plan membership contracts with the county. This contractor has been a part of the CCHP Provider Network providing these services and fostering a deep understanding of the CCHP organizations mission, values, and long-term objectives since October 1, 2020. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. Per Administration Bulletin 600.3 this contractor provides physician services for CCHP and is exempt from Solicitation requirements.
In August 2020, the County Administrator approved and the Purchasing Services Manager executed Contract #77-306 with Yi Zheng MD PC, in an amount not to exceed $150,000, to provide gastroenterology and hepatology services to CCHP Members and county recipients, for the period from October 1, 2020 through September 30, 2023.
In June 2021, the County Administrator approved and the Purchasing Services Manager executed Administrative Amendment #77-306-1 to amend Contract #77-306, so that necessary technical adjustments may be made to the compensation page, with no change in the contract payment limit of $150,000 or the original term of October 1, 2020 through September 30, 2023.
Approval of Contract #77-306-2 will allow the contractor to continue providing gastroenterology and hepatology services to CCHP members and county recipients through September 30, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, certain gastroenterology and hepatology services for CCHP members under the terms of their Individual and Group Health Plan membership contracts with the county will not be provided and may cause a delay in services to CCHP members.
