Report Title:                      Agreements for Training in the Pleasant Hill Recreation & Park District, City of San Ramon, or City of Concord

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or their designee (Deputy Director of Health Services, Director of Environmental Health, or Assistant Director of Environmental Health), to execute rental contracts with two of the following (1) Pleasant Hill Recreation & Park District, (2) City of San Ramon, or (3) City of Concord in an amount not to exceed $2,500, for rental fees and facility use to conduct two Environmental Assessment and Food Employee Interviewing Skills Trainings from October 15, 2026 to October 14, 2027.

 

FISCAL IMPACT:

The fiscal impact of this action will not exceed $2,500 and is funded by Environmental Health through the National Environmental Health Association (NEHA) in partnership with the U.S. Food and Drug Administration (FDA) Grant 78-069.

 

BACKGROUND:

Environmental Health is collaborating with the California Department of Public Health (CDPH) Emergency Response Unit to invite in-county and out-of-county Environmental Health Specialists, Public Health Disease Investigators, and Public Health Emergency Response Coordinators to provide two training courses on foodborne illness outbreak investigation and food employee interviewing skills to improve competencies for future outbreak response.

 

On January 14, 2025, the Board of Supervisors approved agenda item C.47 to execute a contract with Pleasant Hill Recreation and Park District in an amount not to exceed $1,700 for the rental of a facility in the Pleasant Hill Community Center on August 20 and August 21, 2025 to provide training to staff members.

 

On March 31, 2026, the Board of Supervisors approved agenda item C.60 to execute four (4) rental agreements including the City of San Ramon in a total amount not to exceed $20,000 for rental fees and facility use for the purpose of conducting public workshops through December 31, 2026.

 

The Pleasant Hill Recreation & Park District rental agreement requires the County to indemnify, defend, and hold harmless the District for any and all liabilities that arise from the County’s use of their facilities.

 

The City of San Ramon agreement contains a provision releasing liability between Contra Costa County and the City of San Ramon.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, Environmental Health Specialists, Public Health Acute Communicable Disease Investigators, Public Health Emergency Response Coordinators, and Public Health staff may not be informed of the processes and procedures when requested to assist with large foodborne illness outbreaks in Contra Costa County.
