Report Title:                     Contract Amendment #74-475-185(3) with Jordan House of Umoja

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #74-475-185(3) with Jordan House of Umoja, a non-profit corporation, effective May 1, 2026, to amend Contract #74-475-185(1), as amended by Contract Amendment #74-475-185(2), to increase the payment limit by $148,531, from $329,110 to a new payment limit of $477,641, for additional Medi-Cal Specialty Mental Health Services (SMHS) for Seriously Emotionally Disturbed (SED) youth in Contra Costa County with no change in the term ending June 30, 2026. 

 

FISCAL IMPACT:

Approval of this Contract Amendment will result in additional annual expenditures of up to $148,531 and funded 50% by Federal Medi-Cal funds and 50% by State Medi-Cal funds. (No Rate Increase)

 

BACKGROUND:

This Contract meets the social needs of County’s population by providing community-based Medi-Cal SMHS to youth with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. This Contractor has been providing these services to the County since July 2024.

 

This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, §5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations (“CCR”), Title 9, § 523 et seq. (Community Mental Health Services) and California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates and participates in BHSD’s Quality Management Program which consists of quality improvement activities to improve the quality of care, services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs. Per Administrative Bulletin 600.3, the Department of Public Works has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times.

 

In August 2025, the Purchasing Services Manager approved and executed Contract #74-475-185(1) with Jordan House of Umoja, in an amount not to exceed $190,000 for the provision of Medi-Cal SMHS for SED youth in Contra Costa County for the period July 1, 2025 through June 30, 2026.

 

On March 17, 2026, the Board of Supervisors approved Contract Amendment #74-475-185(2), effective January 31, 2026, to increase the payment limit by $139,100 to a new payment limit of $329,110 for additional Medi-Cal SMHS for Seriously Emotionally Disturbed youth in Contra Costa County with no change in term ending June 30, 2026.

 

Approval of Contract Amendment #74-475-185(3) will allow the Contractor to provide additional Medi-Cal SMHS through June 30, 2026. This Contract Amendment was delayed due to lack of real time acknowledgment of expenditures.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract Amendment is not approved, there will be fewer Medi-Cal SMHS available for SED children in Contra Costa County as the County solicits and engages an alternative Contractor.
