Report Title:                     Contract Amendment for the street sweeping services contract, Countywide.

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with SCA of CA, LLC, to increase the payment limit by $1,000,000 to a new payment limit of $3,000,000 and extend the term through December 31, 2028, to continue providing street sweeping services, Countywide.

 

FISCAL IMPACT:

100% Local Road Funds.

 

BACKGROUND:

On January 9, 2024, the County awarded a street sweeping service contract to SCA of CA, LLC to perform routine street sweeping on publicly maintained roads. 

 

The contract is used to comply with the National Pollutant Discharge Elimination Systems (NPDES) and Municipal Regional Stormwater Permit (MRP) issued by the San Francisco Bay Region of the California Regional Water Quality Control Board for unincorporated Contra Costa County. The MRP provisions are met through various pollution prevention programs, including municipal maintenance best management practices and the reduction of pollutants of concern to reduce pollutants in rainwater that flows to County creeks and streams.

 

Routine street sweeping helps satisfy the mandated reduction of pollutants to the County’s storm drain system and helps keep the roads clean and safe. Street sweeping removes sediment, litter, debris, and other contaminants that might normally enter the storm drain system and flow untreated to creeks and other natural waterways. Adoption of the street sweeping services contract allows monthly, and some semi-monthly, street sweeping of curbed streets in unincorporated areas of the County.

 

To retain the services of, and to ensure timely payment to SCA of CA, LLC, the Public Works Director recommends that the Board approve Contract Amendment No. 1. This amendment will extend the term of the contract through December 31, 2028, and will also increase the payment limit of the contract by $1,000,000 to a new payment limit of $3,000,000.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the contract amendment will prevent the Public Works Department from completing routine road maintenance work in a timely manner and may be cause the County to be non-compliant with the provisions of NPDES and MRP.
