Report Title: ADMIN IT - 20-772-0 Purchase Order with General Datatech, L.P.
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent or designee, to execute on behalf of Employment and Human Services Department, a purchase order with General Datatech, L.P., an authorized reseller, in an amount not to exceed $310,846 for the purchase of ServiceNow licenses for use in the ServiceNow workflow management system, for the period October 1, 2026, through September 30, 2027.
FISCAL IMPACT:
54% Federal, 38% State, and 8% County, all of which is budgeted in FY 26-27.
BACKGROUND:
In response to the Employment and Human Services Department's (EHSD) need for a workflow management system, ServiceNow was selected through Request for Proposal 2402-746. The Board approved EHSD’s use of ServiceNow for IT management on September 9, 2025 (C.41). ServiceNow software is accessed using licenses, which currently include: ServiceNow Business Stakeholder User (used by IT Helpdesk for its ticketing system); ServiceNow Customer Service Management Professional with App Engine (used by CalSAWS and App Support teams); and the ServiceNow FedRAMP Premium for Production/Non-Production Instances-GCC (also used by CalSAWS and App Support teams). Additional licenses are now required for the Contract Management Pro team.
This purchase order includes a Terms and Conditions agreement that includes an indemnification clause. This purchase order is covered by National Association of State Procurement Officials Contract #AR2472.
This action seeks to request a purchase order with General Datatech, L.P., a vendor which will provide additional ServiceNow licenses for EHSD. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.4.
CHILDREN'S IMPACT STATEMENT:
This purchase order supports all five (5) of the community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,” by supporting staff working directly with families and children.
CONSEQUENCE OF NEGATIVE ACTION:
The County will not be able to access ServiceNow’s IT help desk software and will not be able to leverage its automated ticketing system to reduce errors and improve service request resolution time.
