RECOMMENDATIONS:
Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment with O3, Inc., to increase the payment limit by $500,000, to a new payment limit of $2,000,000, with no change to the term ending June 30, 2027, for consulting and technical assistance related to Information Technology (IT) infrastructure and network modernization, and IT governance risk management and compliance, for the construction of the new Contra Costa Regional Fire Communications Center.
FISCAL IMPACT:
Budgeted; 100% CCCFPD EMS Transport Fund.
BACKGROUND:
The Contra Costa County Fire Protection District uses many complex IT systems to support its operations. The contractor, O3, Inc., will provide consultation and technical assistance to the District during the construction of the new Contra Costa Regional Fire Communications Center (CCRFCC), modernizing IT infrastructure, ensuring the availability and performance of existing services, and providing a robust platform for future services.
The contractor will also serve as the project manager for modernizing and hardening the District’s network infrastructure to ensure the availability, performance, and security of existing network services at the new Contra Costa Regional Fire Communications Center. Governance of enterprise information technology is a major concern for the district’s executive management. IT services are now critical to sustaining growth, innovation, and transformation, reducing and containing costs, and supporting the District’s ongoing business operations.
CONSEQUENCE OF NEGATIVE ACTION:
The District would have to identify alternative means to complete its ongoing construction project for the CCRFCC, IT infrastructure, network modernization, and IT governance, risk management, and compliance.
