To: Board of Supervisors
From: Dr. Grant Colfax, Health Services Director
Report Title: Purchase Order with Itamar Medical, Inc.
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Itamar Medical, Inc., in an amount not to exceed $500,000 for the purchase of Home Sleep Study products for Contra Costa Regional Medical Center (CCRMC) and Health Centers for the period from September 1, 2026 through September 30, 2028.
FISCAL IMPACT:
This purchase order will result in budgeted expenditures of up to $500,000 over a twenty-five (25) month period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
Contra Costa Regional Medical Center (CCRMC) and its Health Centers rely on home sleep study devices to support providers in diagnosing and managing sleep-related disorders that can exacerbate Chronic Heart Failure, Chronic Obstructive Pulmonary Disease, Obstructive Sleep Apnea, and Obesity Hypoventilation Syndrome.
To enhance diagnostic accuracy and patient comfort, the Respiratory Care Services Department recommends the acquisition of WatchPAT One home sleep study devices supplied by Itamar Medical, Inc. WatchPAT One uses an innovative, clinically validated testing method that improves ease of use, increases patient compliance, and delivers more reliable data for provider interpretation. As a single-use disposable system, WatchPAT One also reduces infection risk, streamlines distribution, and eliminates the need for equipment retrieval or reprocessing.
Following a Request for Proposal, the Public Works Department awarded this purchase order to Itamar Medical, Inc. on July 30, 2026. Due to recent staffing and procedural changes for review of the purchase, the item could not be scheduled for a September Board of Supervisors agenda. To ensure continuity of services, the department is requesting a September 1, 2026 effective date.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, CCRMC and the Health Centers will be unable to purchase the home sleep study devices necessary for diagnosing sleep-related disorders, which would directly compromise timely assessment, treatment planning, and overall patient care.
