RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a one-time purchase order with Hill-Rom Company, Inc. in an amount not to exceed $203,425 for the purchase of an Affinity 4 Birthing Bed for the Labor and Delivery unit at Contra Costa Regional Medical Center (CCRMC).
FISCAL IMPACT:
Approval of this action will result in a one-time expenditure of up to $203,425 and is budgeted in the Hospital Enterprise Fund I.
BACKGROUND:
Hill-Rom Company, Inc. is a medical equipment manufacturer that provides hospital-grade patient care equipment. They are known for supplying labor, delivery, and recovery (LDR) birthing beds widely used in Labor and Delivery units. These birthing beds are designed to support the patient throughout all stages of labor and delivery, offering adjustable positioning, safety features, and ease of use for clinical staff. Hill-Rom is considered a standard vendor for durable and reliable birthing beds in healthcare facilities.
The current labor and delivery beds at CCRMC are outdated and no longer meet the unit's operational needs. Many of these beds are experiencing frequent mechanical failures and have reached a point where repairs are no longer feasible. Replacing these beds is essential to ensure the safety, comfort, and proper care of both patients and staff. After reviewing available options, the Affinity 4 Birthing Bed from Hill Rom Company, Inc. has been identified as the most suitable replacement. This bed is specifically designed for labor and delivery, offering enhanced positioning, improved patient comfort, and advanced safety features for both mother and newborn. Additionally, it provides ergonomic support for caregivers, facilitating safer and more efficient patient handling during labor, delivery, and postpartum care. Procuring the Affinity 4 Birthing Bed will allow CCRMC to maintain a high standard of care while mitigating the risks associated with aging and unreliable equipment.
Hill-Rom Company, Inc. is a supplier of the Vizient Group Purchasing Organization (GPO), which means that CCRMC, a Vizient member, is eligible to receive rebates and access lower pricing. This purchase is governed by the Vizient Supplier Agreement entered into between Vizient Supply, LLC and Hill-Rom Company, Inc. on July 1, 2022 (Agreement No. CE7561).
Approval of this purchase will enable the labor and delivery unit at CCRMC to replace outdated and failing beds with reliable, state-of-the-art equipment. This upgrade will enhance patient safety and comfort, support caregivers with improved ergonomics, and ensure the continued delivery of high-quality care throughout labor, delivery, and postpartum recovery.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, CCRMC will be unable to replace the outdated and failing labor and delivery beds. This will compromise patient safety and comfort, increase the risk of equipment-related incidents, and place additional strain on caregivers who must manage labor and delivery with unreliable equipment.
