Report Title:                     Additional Fiscal Year 2026 Community Project Funding Request for East Contra Costa Veterans Building Capital Improvements

RECOMMENDATIONS:

RATIFY submission of an additional proposed Fiscal Year (FY) 2026 Community Project Funding (CPF) request for capital improvements at East County Veteran’s Buildings, in the amount of $2,000,000, and include the approved project in the County's adopted FY 2025-26 Federal Legislative Platform.

 

FISCAL IMPACT:

This action has no direct fiscal impact. However, if the proposed CPF requests are included in the adopted FY 2026 federal budget, the County will receive additional federal funding to support local needs.

 

BACKGROUND:

Between January and March of each year, the Board typically adopts a list of potential CPF project requests in order to ensure timely response by the County to CPF submission deadlines set by our congressional delegation. To develop this list, the County Administrator’s Office worked with County departments and Board offices to solicit CPF requests, which were reviewed in consultation with our Federal lobbyists. A final list was advanced for consideration by the Board of Supervisors on February 25, 2025. At that time, the Board also affirmed support to continue to advocate for all FY 2025 CPF requests that were included in the FY 2025 federal appropriations bills.

 

Since the February 25, 2025 meeting, additional funding needs have been identified by Supervisors Burgis and Supervisor Scales-Preston, who have each requested to fund capital improvements for Veterans Buildings in East Contra Costa County. Within East Contra Costa County, there are two Veterans Buildings with significant capital needs, located in Antioch and Brentwood. Similarly, the Board previously authorized an additional CPF project submitted by District 1 for West County Veteran’s Building funding following the Board’s initial adoption of CPF funding priorities on February 25, 2025.

 

Since the deadline for CPF requests to Rep. DeSaulnier was prior to the April 28th meeting of the Board of Supervisors, staff proactively submitted the East County Veteran’s Buildings project requests with the understanding that ratification of the submission from the full Board would be sought at today’s meeting.

 

Today’s action requests that the Board ratify submission of the East County Veteran’s Buildings project and add this proposed project to its list of potential Community Project Funding requests, to enable the County to advocate for up to $2,000,000 in federal funding for necessary improvements for these important community facilities.

 

CONSEQUENCE OF NEGATIVE ACTION:

If a list of potential Community Project Funding requests is not approved by the Board, the County will not be able to advocate for them.
