Report Title: Ratify San Ramon Valley Fire Protection District Ordinance Nos. 2025-40 and 2025-41, implementing the 2025 California Fire Code and 2025 California Wildland-Urban Interface Code with local amendments

RECOMMENDATIONS:
1. RATIFY San Ramon Valley Fire Protection District Ordinance No. 2025-40, with attached modifications, implementing the 2025 California Fire Code with local amendments in the unincorporated portion of the District’s service area.
2. RATIFY San Ramon Valley Fire Protection District Ordinance No. 2025-41, with attached modifications, implementing the 2025 California Wildland-Urban Interface Code with local amendments in the unincorporated portion of the District’s service area.
3. DIRECT the Clerk of the Board of Supervisors to provide a certified copy of this Board Order to the San Ramon Valley Fire Protection District within 15 days of this ratification, pursuant to Health and Safety Code section 13869.7.
4. DIRECT the Department of Conservation and Development to send copies of District Ordinance Nos. 2025-40 and 2025-41, the District findings, and this Board Order to the California Department of Housing and Community Development, pursuant to Health and Safety Code section 13869.7.

BACKGROUND:
The Board of Directors of the San Ramon Valley Fire Protection District has adopted Ordinance No. 2025-40, adopting the 2025 California Fire Code, with local amendments, and Ordinance No. 2025-41, adopting the 2025 California Wildland-Urban Interface Code, with local amendments. The District has requested that the Board of Supervisors ratify the District’s adoption of the ordinances so that the District can implement the 2025 Fire Code and 2025 Wildland-Urban Interface Code, with local amendments, in the unincorporated portion of the District’s service area. Ratification by the Board of Supervisors is required by State law for the District’s code adoption ordinances to be effective in the unincorporated portion of the District’s service area. This Board Order modifies the District’s ordinances by providing for the retention of the Board of Supervisor’s discretion for final County approval of entitlements, completion of development improvements, and issuance of County stop work orders within the unincorporated area of the County.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board of Supervisors does not approve the recommended actions, the San Ramon Valley Fire Protection District will not be able to implement District Ordinance Nos. 2025-40 and 2025-41 within the unincorporated portion of the District’s service area.
