Title: APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), to increase the payment limit by $2,097,307 to an amount not to exceed $4,282,894 to provide additional rapid rehousing and homeless prevention services to families enrolled in County’s Employment and Human Services Department’s CalWORKs program, and to provide 424 gift cards with a total value of $26,115 (207 Walmart gift cards up to $100 per card, 190 Target gift cards up to $25 per card, 26 Safeway gift cards up to $25 per card and one 1 Safeway gift card up to $15) for participating in the rapid rehousing program, with no change in the term ending June 30, 2026. RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #25-083-9 with Contra Costa Interfaith Transitional Housing, Inc., a non-profit corporation, to amend Contract #25-083-8, effective December 1, 2025, to increase the payment limit by $2,097,307, from $2,185,587 to a new payment limit not to exceed $4,282,894 for additional rapid rehousing and homeless prevention services to families enrolled in County’s Employment and Human Services Department (EHSD) CalWORKs program and who are at risk of or currently experiencing homelessness and are eligible to receive services through the California Department of Social Services (CDSS) HousingWORKS! program. Contractor will purchase and provide two hundred seven (207) Walmart gift cards each with a  one hundred dollar ($100) value, one hundred ninety (190) Target gift cards each with a twenty-five dollar ($25) value, twenty-six (26) Safeway gift cards each with a twenty-five dollar ($25) value and one (1) Safeway gift card with a fifteen dollar ($15) value, to eligible Participants, with no change in the term ending June 30, 2026.

 

FISCAL IMPACT:

Approval of this Contract Amendment will result in additional budgeted expenditures of up to $2,097,307 funded 100% by EHSD CalWORKs.

 

BACKGROUND:

This Contract meets the social needs of county’s population by providing rapid rehousing and homeless prevention services to families who are at risk of, or currently experiencing, homelessness and recipients of EHSD’s CalWORKs program and who are eligible to receive services through the CDSS HousingWORKS! program. This Contract supports EHSD’s implementation of its Housing Support Program (HSP) funded by the CDSS. HSP provides prevention and time limited rental assistance and supportive services to Contra Costa CalWORKS families. The goal of HSP is to stabilize CalWORKS families with the end goal of self-sufficiency at program end which includes maintaining safe and stable housing without the need for on-going assistance.

 

Contractor’s services include providing case management support to assist participants with food assistance, substance use treatment, education and training, employment and benefits assistance, health care, mental health counseling, childcare, and credit repair. Contractor’s rapid rehousing services will include providing financial assistance for security deposits, utility deposits/payments, moving costs, hotel/motel vouchers, paid shelter costs, housing application and credit/background check fees, partial, tiered or full rental subsidies. Contractor has been providing housing support services for Contra Costa County since August 2019.

 

This Contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. Engaging them again will enable knowledge transfer, avoiding knowledge gaps and ensuring continuity in service delivery to vulnerable populations experiencing housing instability or homelessness. The request for proposal (RFP) was posted on January 11, 2023 and closed on March 3, 2023. Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions) was selected through the RFP process on July 23, 2023.

 

On October 7, 2025, the Board of Supervisors approved Contract #25-083-8 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), in an amount not to exceed $2,185,587 for the provision of rapid rehousing and homeless prevention services to families enrolled in County’s EHSD CalWORKs program and who are at risk of, or currently experiencing, homelessness and are eligible to receive services through the CDSS HousingWORKS! program, for the period from July 1, 2025 through June 30, 2026. 

 

Approval of Contract Amendment #25-083-9 will allow Contractor to provide additional rapid rehousing and homeless prevention services and to include gift card incentives through June 30, 2026. This Contract was delayed due to extended negotiations between the Division and Contractor.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract Amendment is not approved, families participating in the EHSD CalWORKs program will not receive the housing assistance services provided by the Contractor which may result in an increased number of unhoused adults and children in Contra Costa County.

 

CHILDREN’S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
