RECOMMENDATIONS:
ADOPT a Resolution approving the amended side letter between Contra Costa County and IFPTE, Local 21 addressing the impacts associated with the annexation of the Rodeo-Hercules Fire Protection District by the Contra Costa County Fire Protection District.
FISCAL IMPACT:
The side letter presents no additional cost as the District intended for this employee to be placed at this salary step and would have been paying this rate of pay had the employee been placed at that step upon annexation.
BACKGROUND:
On June 10, 2025, the Board of Directors of the Contra Costa Fire Protection District approved Resolution 2025-194, containing a side letter outlining the terms and conditions of employment for an employee of the Rodeo-Hercules Fire Protection District (RHFPD) when they transitioned to Contra Costa County Fire Protection District (CCCFPD) employment on July 1, 2025. The side letter also addressed the status of the employee, their vacation accrual rates, their sick leave accruals, and longevity pay. The employee’s hire dates were outlined in the side letter, as well as their placement on the salary schedule for their classification, which was listed in Attachment A. The language regarding placement on the salary schedule of the original side letter was in conflict with the salary step listed in Attachment A, which was the intended salary step placement. In order to place the employee at the correct salary step placement, this side letter is updating the body of the side letter to state that the employee shall be placed in the salary step listed in Attachment A.
CONSEQUENCE OF NEGATIVE ACTION:
The employee will not be at the correct salary step placement and will advance to subsequent steps later than they should have. The employee will also lose the difference between the rate of pay they currently earn at the incorrect step placement and the rate of pay they should have been earning at the correct salary step placement.

The Contra Costa County Board of Supervisors acting in its capacity as the governing board of the Contra Costa County Fire Protection District RESOLVES THAT: The attached Side Letter of Agreement amending the Side Letter approved by Resolution 2025-194, be ADOPTED.
