RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee (Director of Environmental Health, Assistant Director of Health Services, or Deputy Director of Health Services) to submit Application #28-511-53 (EA 37) and sign and execute any necessary documents associated with this grant application, to the California Department of Resources Recycling and Recovery (CalRecycle) to pay the County an amount ot to exceed $25,468 for the continuation of the Local Enforcement Agency (LEA) assistance funds for the departments Environmental Health Solid Waste program, for the period July 1, 2026 through October 29, 2027.
FISCAL IMPACT:
Approval to submit this Application may result in a payment to the County of $25,468 for the Department's Solid Waste Program. No County match is required.
BACKGROUND:
The CalRecycle provides these grants annually to assist Statewide LEA in performing their duties. Pursuant to Public Resources Code Section 43230, this grant award will be used solely for the support of the solid waste facilities permit and inspection programs, including personnel, training, equipment, supplies, and technical support. County has been receiving funds from CalRecycle for the Solid Waste Program since January 1991.
On June 10, 2025, the Board of Supervisors approved the Health Services Department to submit Application #28-511-51 for continuation of funding for the Solid Waste Program through October 30, 2026.
On December 9, 2025, the Board of Supervisors approved Grant Agreement #28-511-52 in amount of $25,579 payable to the County from CalRecycle for the LEA Grant Program, to provide funding for the Department’s Environmental Health Division Solid Waste Program, for the period from July 1, 2025 through June October 30, 2026.
Approval of Application #28-511-53 will allow the County to apply and receive funds for the continuation of the LEA assistance fund through October 29, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this Application is not approved, the County will not receive funds to support its solid waste facilities permit and inspection programs.
