Report Title: Purchase Order with U.S. Foods, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with U.S. Foods, Inc. dba U.S. Foodservice, Inc. in an amount not to exceed $5,800,000 and related agreement for the purchase of all food categories, chemicals, paper products, kitchen supplies and equipment for Contra Costa Regional Medical Center (CCRMC), for the period from July 1, 2024, through June 30, 2027.
FISCAL IMPACT:
Approval of this action will result in expenditures of up to $5,800,000 over a three-year period and will be funded by Hospital Enterprise Fund I.
BACKGROUND:
U.S. Foods, Inc. operating as U.S. Foodservice, Inc., has served as our primary food and nutrition distributor for the past year, providing a wide range of options at lower costs than other distributors. The recent shift of our Nutrition Department from pre-made meals to in-house preparation was crucial for enhancing patient food quality and standards, though it has also heightened our dependence on U.S. Foods, Inc. for our product requirements.
On January 10, 2023, the Board of Supervisors approved item C.83 to execute purchase order #26974 with U.S. Foods, Inc. in an amount not to exceed $2,7500,000 for the purchase of all food categories, chemicals, paper products, kitchen supplies and equipment for CCRMC, for the period from January 1, 2023, through June 30, 2024. US Foods, Inc. is an awarded supplier for Food and Nutrition Distribution in the Vizient Group Purchasing Organization (GPO) contract portfolio.
California Code of Regulations Title 22, § 70273 - Dietetic Service General Requirements mandates the provision of food of the quality and quantity to meet the patient's needs in accordance with physicians' orders and, to the extent medically possible, to meet the Recommended Daily Dietary Allowances, adopted by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences.
Approval of the requested purchase order will allow this vendor to continue providing food, chemicals, paper products, kitchen supplies and equipment at CCRMC through June 30, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, CCRMC Nutrition Services would not be able to prepare meals for patients and would be in violation of Title 22, CMS, and other regulatory agencies.
