RECOMMENDATIONS:

ADOPT a resolution recognizing Monish Sen for 25 years of service to Contra Costa County, as recommended by the Public Works Director.

IN THE MATTER OF Recognizing the contributions of Monish Sen on his 25 years of service to Contra Costa County.

 

WHEREAS, Monish Sen graduated from Gonzaga University in May 1995 with a Bachelor of Science in Civil Engineering, establishing the foundation for a distinguished public service career; and

 

WHEREAS, after four years with Mark Thomas working on multiple East County efforts, including the State Route 4 East Widening, Monish joined Contra Costa County Public Works in August 2000 as an entry-level engineer in the Design Division assigned to the State Route 4 Bypass (Segment 3) Project; and

 

WHEREAS, Monish advanced steadily—promoted to Journey Engineer in 2001, earned his Professional Engineer license in 2004, and promoted to Associate Engineer in 2005 where he served in Engineering Services reviewing land development applications—and he received the County’s Award of Excellence in 2005 for delivering the SR-4 Bypass Segment 3 Project on time and under budget; and

 

WHEREAS, in 2011 Monish was promoted to Senior Civil Engineer – Traffic to lead the Traffic Operations Section in the Transportation Engineering Division, where he has been recognized for professionalism in public settings, effective communication with staff, leadership in interviews and hiring, and constructive participation in community meetings and advisory boards; and

 

WHEREAS, throughout his service Monish has reviewed environmental studies, tentative maps, and land use applications; built strong working relationships with the Department of Conservation and Development; and contributed to notable projects such as the Sikh Temple expansion, Point Molate, Sufism Reoriented sanctuary, LUHSD’s fourth high school site, Los Vaqueros Reservoir expansion, Vasco Wind projects, and subdivision work in North Richmond and Alamo; and

 

WHEREAS, his commitment to professional growth includes coursework in Geographic Information Systems, Public Works Administration, Street Construction and Maintenance, Real Estate Principles, Plan Interpretation and Estimating, Supervision and Management Practices, Diversity and Social Justice, and Leadership and Group Behavior; and

 

WHEREAS, Monish’s teamwork and delivery excellence garnered a 2015 nomination for the Michael J. Walford Team Award for the Livorna Road/Wilson Road Intersection Improvements; and

 

 

WHEREAS, as County Traffic Engineer, Monish advanced the County’s Neighborhood Traffic Management Plan (NTMP) by strengthening community engagement and implementing traffic-calming solutions that improved safety and livability on neighborhood streets in unincorporated communities; and

 

WHEREAS, Monish’s close coordination with the County’s Signal Shop within the Public Works Facilities Division has aligned engineering plans with field operations—streamlining preventive maintenance, responding effectively to emergencies, and delivering signal timing and capital upgrades that keep intersections safe, reliable, and minimally disruptive to the traveling public; and

 

WHEREAS, colleagues consistently commend Monish’s positive attitude, professionalism, and responsiveness to community concerns—including closing the loop with residents and partners—as he advances traffic safety initiatives such as Vision Zero; and

 

WHEREAS, as a proud Gonzaga University Bulldog, Monish has shown admirable resilience through the thrills—and occasional heartbreak—of the NCAA basketball tournament each March, a perseverance he mirrors in public service; and

 

NOW, THEREFORE, BE IT RESOLVED: that the Board of Supervisors of Contra Costa County hereby commends and congratulates Monish Sen on the occasion of his 25 years of dedicated service to the Contra Costa County Public Works Department; expresses its deep appreciation for his leadership, technical excellence, and commitment to safe and efficient transportation systems; and extends its best wishes for continued success.
