Report Title:                     Contract Amendment with SalePoint, Inc. for J-Point Software Licenses through August 21, 2028

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Librarian, or designee, to execute a contract amendment with SalePoint, Inc., to increase the payment limit by $93,340 to a new payment limit of $111,240, for the provision of additional twenty-eight (28) J-Point software licenses, implementation and data hosting services for the new cash drawers for the period August 21, 2025, to August 21, 2028.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

The Library is currently using old, outdated cash registers and cash register data polling software that is no longer supported by the manufacturer and requires an analogue phone line that utilizes a physical network of copper wiring. The software does not work with current, or modern, Windows systems and must be kept on a separate computer that cannot be used for anything else. 

 

On August 5, 2025, the Board of Supervisors approved an agreement with SalePoint, Inc. in an amount not to exceed $17,900 for the purchase of one cash drawer and associated J-Point License to test J-Point hardware and software to ensure that cash transactions in the Library branches could be easily tracked and reconciled in alignment with County policies and procedures.

 

The J-Point testing proved to be successful, and as two years remain on the contract, the Library respectfully requests an amendment to add licenses, implementation services, and hosting services from SalePoint, Inc. to implement a new cash register system for the Library.

 

The terms and conditions include a limitation of liability provision and indemnification language reviewed by County Counsel. This contract was approved by Purchasing Division of Public Works as a single-source provider. This contract is entered into under and subject to the following legal authority: California Government Code §31000.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase is not approved, the current cash registers and software will eventually stop functioning, and additional staff will be needed to reconcile the cash register transactions with branch bank deposits.
