RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #76-564-5 with Prometheus Laboratories Inc., a corporation, effective November 1, 2026, to amend Contract #76-564-4, to increase the payment limit by $200,000, from $200,000 to a new payment limit of $400,000, and to extend the termination date from October 31, 2026 to October 31, 2029, to provide additional outside laboratory testing services for Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers.
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional contractual service expenditures of up to $200,000 and funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
CCRMC and Contra Costa Health Centers are responsible for providing laboratory testing services to patients. When specialized equipment is required and unavailable at County facilities, the County contracts with external laboratory service providers.
This Contract is entered into under and subject to California Government Code 31000. CCRMC’s Quality Management, Utilization Management, and Contract Monitor Staff meet regularly to ensure monitoring and performance measures in the contract are upheld. Health Services Personnel approved this contract to ensure no conflicts with labor relations. Per Administrative Bulletin 600.3, the Public Work’s Purchasing Agent approved this Contract on June 1, 2026.
On January 2024, the Purchasing Services Manager approved and executed Contract #76-654-4 with Prometheus Laboratories Inc. in an amount not to exceed $200,000 to provide outside laboratory testing services for CCRMC and Contra Costa Health Centers for the period November 1, 2023 through October 31, 2026.
Approval of Contract Amendment/Extension #76-564-5 will allow the Contractor to continue providing outside laboratory testing services through October 31, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, patients requiring outside testing services for liver abnormalities will not have access to Contractor’s services.
