RECOMMENDATIONS:
ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Silver Avenue, between 5th Street and Giaramita Street, on August 2, 2025, from 9:00 a.m. through 6:00 p.m., for the purpose of a block party and resource fair, Richmond area. (District I)

BACKGROUND:
Richmond LAND has requested to close a portion of Silver Avenue to host a community block party and resource fair to support sales of Las Deltas properties to former Las Deltas residents and North Richmond buyers.
CONSEQUENCE OF NEGATIVE ACTION:
Applicant will be unable to close the road for the planned event.

IN THE MATTER OF: Approving and Authorizing the Public Works Director, or designee, to fully close a portion of Silver Avenue, between 5th Street and Giaramita Street, on August 2, 2025, from 9:00 a.m. through 6:00 p.m., for the purpose of a block party and resource fair, Richmond area. NOW, THEREFORE, BE IT RESOLVED that permission is granted to Richmond LAND to fully close Silver Avenue, between 5th Street and Giaramita Street, except for emergency traffic, and US Postal Service, on August 2, 2025, from 9:00 a.m. through 6:00 p.m., subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Richmond LAND shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.
5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, and the Contra Costa Fire Protection District.
