IN THE MATTER OF honoring Peter Cloven, Clayton City Council Member, for the time he served as a Councilmember for the City of Clayton.

WHEREAS, Mr. Cloven was appointed to the City of Clayton’s Planning Commission in 2017 and served for three years until 2020; and

WHEREAS, Mr. Cloven served as Chair of the Planning Commission in 2020; and

WHEREAS, during his time as a Commissioner, Mr. Cloven heard challenging city presentations brought to the Commission related to parolee housing, the potential development of vacant city-owned land, and the Olivia Project; and

WHEREAS, Mr. Cloven was elected to the Clayton City Council in 2020; and

WHEREAS, he was selected to serve as Vice Mayor in his first year as Councilmember and in 2022, he served as Mayor; and

WHEREAS, Mr. Cloven was chosen as Clayton’s delegate to the CalCities Conference in 2022; and

WHEREAS, in response to community sentiment, Mr. Cloven proposed the formation of a Fiscal Sustainability Committee, which was unanimously approved by the council. The Fiscal Sustainability Committee, a citizen-led committee, is charged with being the trusted voice of the community, independent from politics and city council bias to opine on fiscal considerations based upon their considerable professional experience as financial professionals; and

WHEREAS, Mr. Cloven served on TRANSPAC since 2020 with representatives from Walnut Creek, Concord, Pleasant Hill, and Martinez to review transportation funding and future goals with central Contra Costa County; and

WHEREAS, Mr. Cloven thoroughly enjoys volunteering his time representing his community by meeting with the schools, local boys, and girl scout troops, working the Concerts in the Park, and assisting with CBCA events; and

WHEREAS, Mr. Cloven was part of the core group of volunteers that initiated the First Annual Clayton Pride Parade and proudly marched in that first parade as Mayor of Clayton in demonstration of the character trait inclusion; and

WHEREAS, Mr. Cloven’s passion for the environment and community camaraderie caused him to take on the reinitiation of Clayton Cleans Up in 2022 as an annual community event for the celebration of Earth Day; and

WHEREAS, in reverence to Clayton’s acknowledgment of those who fell in service during 9/11, Mr. Cloven created Clayton’s First Annual Day of participation in a “Day of Remembrance and Service” and was instrumental in the County Fire Protection District's current celebration at Fire Station 11.

NOW, THEREFORE, BE IT RESOLVED: that the Contra Costa County Board of Supervisors recognizes and honors Mr. Peter Cloven for his exceptional service as a Councilmember for the City of Clayton, his outstanding leadership, and his unwavering commitment to the betterment of the community.
