Report Title: Contract Amendment #74-723-2 with A Place to Call Home

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #74-723-2 with A Place to Call Home, a non-profit corporation, effective September 1, 2025, to amend Contract #74-723-1, to increase the payment limit by $33,820, from $190,612 to a new payment limit of $224,432, for additional transitional housing services for homeless adults with serious behavioral conditions and/or Opioid Use Disorder and co-occurring Substance Use Disorder (SUD), with no change in the term ending June 30, 2026.
FISCAL IMPACT:
Approval of this Contract Amendment will result in additional expenditures of up to $33,820 funded 100% by Behavioral Health Bridge to Housing (BHBH) funds. (No rate increase)
BACKGROUND:
The BHBH program is an initiative of the California Department of Health Care Services to operate housing settings to address the immediate housing needs of people experiencing homelessness with serious behavioral health conditions, including mental illness and/or substance use disorder. The primary focus of the BHBH Program is to help people experiencing homelessness who have serious behavioral health conditions that prevent them from accessing help and moving out of homelessness.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Per Administrative Bulletin 600.3, the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times.
In August 2025, the Purchasing Services Manager executed Contract #74-723-1 with A Place to Call Home, in an amount not to exceed $190,612, for the provision of transitional housing services for homeless adults with serious behavioral conditions and/or Opioid Use Disorder and co-occurring SUD, for the period July 1, 2025 through June 30, 2026.
Approval of Contract Amendment #76-832-2 will allow the Contractor to provide additional transitional housing services through June 30, 2026. The delay of this Contract Amendment was due to the additional BHBH funding not being available at the time of contract negotiations.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment is not approved, homeless adults with serious behavioral conditions and/or Opioid Use Disorder and co-occurring SUD will not have access to the additional transitional housing services needed to provide them with an opportunity to achieve sobriety and become self-sufficient.
