Report Title: Amendment #28-372-6 with the City of Richmond

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Amendment #28-372-6 with the City of Richmond, a municipal corporation, to increase the amount payable to the County by $2,875,440, from $1,430,639 to a new amount not to exceed $4,306,079 for the provision of additional homeless outreach services for the City of Richmond’s Encampment Solutions Fund 2-R Program with no change in the term ending June 30, 2026.
FISCAL IMPACT:
Approval of this Amendment will allow the County to receive an additional amount not to exceed $2,875,440 from the City of Richmond. No County match is required.
BACKGROUND:
The County’s Coordinated, Outreach, Referral and Engagement (CORE) Program locates and engages homeless clients throughout Contra Costa County. CORE teams serve as an entry point into the County’s coordinated entry system for unsheltered persons and work to locate, engage, stabilize and house chronically homeless individuals and families. County has been providing CORE services to the City of Richmond since May 2018.
This amendment will allow the County to provide additional homeless outreach services to the City of Richmond’s Encampment Resolution Funding 2-R Program (ERF-2-R Program) including but not limited to managing up to five (5) shelter beds, providing rapid rehousing services, and adding an additional two (2) person CORE team to identify and provide dedicated housing support services to individuals living within the City of Richmond’s homeless encampment corridor.
On December 5, 2023, the Board of Supervisors approved Agreement #28-372-5 with City of Richmond to pay County an amount not to exceed $1,430,639 to provide homeless outreach services under the Coordinated Outreach, Referral and Engagement Program for the period July 1, 2023 through June 30, 2026. This Agreement includes mutual indemnification to hold harmless both parties for any claims arising out of the performance of the Contract.
Approval of Amendment #28-372-6 will allow County to receive additional funding to provide grant administration services to City of Richmond’s Encampment Solutions Fund 2-R Program through June 30, 2026. This Amendment is late due to extended review and negotiating language between Contractor and County Counsel.
CONSEQUENCE OF NEGATIVE ACTION:
If this Amendment is not approved, County will not receive additional funding to provide additional CORE services needed by the City of Richmond.
