Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #74-463-18 with Bi-Bett, a non-profit corporation, in an amount not to exceed $976,082, to provide transitional housing services for homeless adult males who have recently completed substance use treatment, including referrals from County’s Assembly Bill (AB) 109 program, for the period July 1, 2026 through June 30, 2029.

FISCAL IMPACT:

Approval of this Contract will result in annual budgeted expenditures of up to $976,082 over a three-year period and will be funded by 61% 2011 Public Safety Realignment AB 109; 4% Proposition 36 and 35% Opioid Settlement funds.

BACKGROUND:

This Contract meets the social needs of County’s population by providing specialized transitional housing services for homeless adult males who are active in intensive outpatient or outpatient substance use disorder treatment and who may be referred from County’s Assembly Bill (AB) 109 Program and other substance use disorder treatment programs. Contractor’s program is designed to help residents maintain sobriety and other gains achieved in treatment while they participate in employment and self-sufficiency services designed to support their transition to permanent housing and productive community engagement. The County has been contracting with Bi-Bett since July 2013.

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Per Administrative Bulletin 600.4, the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times.

On October 7, 2025, the Board of Supervisors approved Contract #74-463-16 with Bi-Bett, in an amount not to exceed $293,999, for transitional housing services for homeless adult males who have recently completed substance use treatment for the period July 1, 2025 through June 30, 2026.

On May 12, 2026, the Board of Supervisors approved Contract Amendment #74-463-17 with Bi-Bett, effective April 1, 2026, to increase the payment limit by $43,786 to an amount not to exceed $337,785 for additional transitional housing services for homeless adult males who have recently completed substance use treatment, with no change in the term.

Approval of Contract #74-463-18 will allow the Contractor to continue providing transitional housing services through June 30, 2029. The delay of this Contract was due to ongoing budget and rate negotiations between the Division and the Contractor.

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, County’s homeless adult males will not have access to Contractor’s transitional housing services designed to support their transition to permanent housing and productive community engagement.
