Report Title:                      Contract with Massone Mechanical, Inc. for On-Call Refrigeration Maintenance and Repair Services, Countywide.

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Massone Mechanical, Inc. in an amount not to exceed $2,000,000, to provide on-call refrigeration maintenance and repair services at various County sites and facilities, for the period of June 1, 2026 through May 31, 2031, Countywide.

 

FISCAL IMPACT:

Facilities Maintenance Budget. (100% General Fund)

 

BACKGROUND:

The Public Works Department, Facilities Services, is responsible for the maintenance and repairs to all of the County’s refrigeration units. There are over 300 refrigeration units throughout the County. Approximately 250 of those units are Follet medical refrigerators. These refrigerators were chosen because of their dependability and features. Medical refrigerators are used to store highly sensitive vaccines and other medications in the County’s hospitals, clinics, and public health offices. Massone Mechanical, Inc. has the tools, equipment and training to service all of the County’s refrigeration units.

 

Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. On May 31, 2026  the prior on-call refrigeration maintenance and repair contract with Massone Mechanical, Inc. expired after reaching its maximum five-year term. The Public Works Department recently conducted a formal solicitation for on-call refrigeration maintenance and repair services in April of 2026. The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000217. After thorough evaluation of the bids received, one contractor was awarded for these services, Massone Mechanical, Inc.

 

Due to the expiration of the prior agreement on May 31, 2026, and the critical need to maintain refrigeration systems supporting hospital and vaccine storage operations, services continued on an as-needed basis following completion of a competitive solicitation process. Approval of this agreement will ensure continuity of services, and ratification is requested for services rendered from June 1, 2026, through the date of Board approval.

 

This new contract will have a term of five (5) years, and the contract payment limit will be $2,000,000. Facilities Services is requesting approval of a contract with Massone Mechanical, Inc. for the term June 1, 2026 through May 31, 2031, in the amount of $2,000,000.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, on-call refrigeration maintenance and repair services with Massone Mechanical, Inc. will not continue, and County refrigeration repairs will be limited.
