Report Title:                     Reappropriate Fund Balance for Alliance to End Abuse Department 0586 from FY 23/24 to FY 24/25

RECOMMENDATIONS:

APPROVE Budget Amendment No. BDA-24-01062 authorizing the appropriation of the prior year FY 23/24 fund balance in the amount of $279,152 for the Employment and Human Services Department (EHSD) Contra Costa Alliance to End Abuse (CCAEA) for current year FY 24/25 as recommended by the Employment and Human Services Director.

 

 

FISCAL IMPACT:

EHSD Alliance to End Abuse (CCAEA) appropriations/budgets will be increased by $279,152.  The appropriation of the fund balance from the prior year FY 23/24 to the current year FY 24/25 has no additional County general fund cost from budgeting this fund balance.

 

 

BACKGROUND:

CCAEA Org. # 0586 is supported by Special Fund SB425 from Certified Copies of marriage, birth/death certificates.  These fees support CCAEA staffing and operations, departmental expenses and contracts.  At the end of FY 23/24 there was a surplus in this special fund.  The surplus was not rolled over into FY 24/25, which is the reason for EHSD to request this fund balance be added to the FY 24/25 budget to cover current year CCAEA costs.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Budgets will not be properly allocated to cover costs associated with the Contra Costa Alliance to End Abuse (CCAEA) Org. # 0586.

 

 

CHILDREN’S IMPACT STATEMENT:

The Employment and Human Services Department Alliance to End Abuse (CCAEA) support two (2) of Contra Costa County’s community outcomes - Outcome 4: “Families that are Safe, Stable, and Nurturing,” Outcome 5: “Communities that are Safe and Provide a High

Quality of Life for Children and Families.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
