RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-092-7 with Focus Strategies, a corporation, in an amount not to exceed $202,850, to provide consultation and technical assistance services to the Health, Housing and Homeless Services Division (H3) to promote and facilitate the reduction of unsheltered homelessness in support of the County’s Continuum of Care (CoC) homeless system of care, for the period of July 1, 2026 and June 30, 2027.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $202,850 and will be funded by 52% Housing and Homeless Incentive Program (HHIP) funds; 24% Homeless Housing Assistance and Prevention (HHAP) funds; and 24% Housing and Urban Development (HUD) CoC Planning funds.
BACKGROUND:
Focus Strategies has been providing consultation and technical assistance to H3 Services Division to promote and facilitate the reduction of unsheltered homelessness by supporting the improvement of processes and outcomes of the County’s CoC homeless system of care. This Contractor has been providing these services to the County while fostering a deep understanding of the H3 organization’s mission, values, and long-term objectives since May 2021.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The H3 Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. The Request for Qualifications (RFQ) was posted on December 21, 2023 and closed on January 31, 2024. This Contractor was selected through the RFQ process on February 29, 2024.
On October 7, 2025, the Board of Supervisors approved Contract #25-092-6 with Focus Strategies, in an amount not to exceed $227,000, for the provision of consultation and technical assistance services to promote and facilitate the reduction of unsheltered homelessness in support of the County’s CoC homeless system of care for the H3 Services Division, for the period from July 1, 2025 through June 30, 2026.
Approval of Contract #25-092-7 will allow the Contractor to continue to provide consultation and technical assistance services through June 30, 2027. This Contract was delayed due a delay in receiving grant funds for these services.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved certain consultation and technical assistance services with regard to CoC homeless system will not be provide to the H3 Division which can result in an increase of unsheltered individuals in the County.
