RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Rubicon Programs Inc., in an amount not to exceed $262,470, to provide Landscape Maintenance Services, for the period March 2, 2026, through March 1, 2029. (District I) (CSA M-17)

 

FISCAL IMPACT:

No impact on the General Fund. Costs associated with services will be funded with County Service Area M-17 (CSA M-17) revenues.

 

BACKGROUND:

Contra Costa County Public Works, Special Districts manages County Service Area M-17 (“CSA M-17”) in unincorporated San Pablo. CSA M-17 includes Montalvin Park and Montarabay Community Center and Ballfield Complex, both of which require landscape maintenance. The current contract for landscape maintenance will expire in March 2026.

 

California Welfare and Institute Code Section 19404 (“Section 19404”) gives the County the authority to purchase services from private or non-profit organizations who operate community rehabilitation programs and meet the criteria of Section 19404 without advertising or calling for bids, provided the services meet the specification and needs of the County.

 

Rubicon Programs Inc has been selected to begin providing landscape maintenance services, pending Board of Supervisors approval. Rubicon Programs Inc is a nonprofit corporation within the East Bay Area dedicated to delivering high-quality maintenance services while also supporting job training, workforce reentry, financial education, and behavioral health support within the communities served.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without approval, a contract for landscape maintenance services will not be executed and services will be delayed.
