RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with One Solution Technology, Inc., in an amount not to exceed $500,000, for the purchase and migration of Child Location Observation Utilization Data System software for retention of child and family data, for the period June 23, 2026, through June 22, 2027.
FISCAL IMPACT:
100% State; of which $450,000 is budgeted in FY 25-26, and $50,000 is budgeted in FY 26-27.
BACKGROUND:
The Employment and Human Services Department (EHSD) seeks to execute a contract with One Solution Technology, Inc. to purchase the proprietary Child Location Observation Utilization Data System software and facilitate installation and data migration. EHSD is currently in the process of transitioning into a new child data management system. The transition was initiated following Board approval on June 10, 2025 (C.52), to enter into an agreement with KinderSystems, Inc, following the Request for Proposal 1211. Data migration limitations resulted in only a portion of current child and family data being transferred to the new system. Under California Education Code, records must be retained for at least five years and be maintained in a recordkeeping system that can be readily accessible to auditors and the State who may conduct audits or reviews of the contractors' records (5 CCR Section 18067 and EC Section 33421). Therefore, this action seeks to execute a contract with One Solution Technology, Inc. to ensure the County can effectively retain child and family data necessary for accurate reporting and required under record retention requirements.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not be able to meet record retention requirements for the administration of childcare programs.

This Contract supports three (3) of the community outcomes established in Contra Costa County’s Children’s Report Card: (1) "Children Ready for and Succeeding in School"; (3) "Families that are Economically Self-Sufficient"; and (4) "Families that are Safe, Stable and Nurturing".
