RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, or designee, to execute a purchase order with 11:11 Systems, Inc. (as successor in interest to SunGard AS) in an amount not to exceed $66,000 for the renewal of the Department of Information Technology’s Information Technology systems and mainframe disaster recovery services for the period of July 1, 2026, through June 30, 2027.

 

FISCAL IMPACT:

 

The cost of this product is included in the department’s FY 26-27 budget (100% User Departments).

 

 

BACKGROUND:

 

11:11 Systems Inc. (as successor in interest to SunGard AS) provides disaster recovery services including data restoration, testing and simulation, communication and reporting as well as post-recovery evaluation, which are designed to help recover and restore Department of Information Technology’s (DoIT’s) mainframe system and data in the event of a disruptive incident such as a natural disaster, hardware failure or other unforeseen event. Disaster recovery services are crucial for ensuring business continuity and minimizing the impact of unforeseen events on Information Technology (IT) operations.

 

The 11:11 Systems agreement contains mutual indemnification and a Limitation of Liability which limits the total aggregate liability of 11:11 Systems, its suppliers, resellers, partners, and their respective affiliates arising from or related to this agreement to the total amounts owed or paid by the County for the relevant products during the twenty-four (24) month period immediately preceding the first occurrence of the events giving rise to such liability.

 

11:11 Systems Inc. was selected based on their operational readiness, their familiarity with DoIT’s mainframe environment, and their proven capability to restore both mainframe and midrange systems in the event of a disruption or natural disaster. DoIT reviewed three informal bids; other vendors, including Baer Consulting Incorporated and BMC Mainframe Services, were not chosen as they did not offer the remote services DoIT required or provided mainframe restoration services only as part of broader managed service packages.

 

This purchase is being made under a sole-source justification to ensure continuity of services.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If 11:11 Systems’ disaster recovery services are not renewed, DoIT may experience significant challenges in restoring data in the event of a disaster or other unforeseen disruption.
